This Government notes with satisfaction the

views which have been put forward regarding the

improvement of the technical faculties of the University,

especially engineering. This faculty, especially the civil engineering side, is already overcrowded, and there is no doubt that some development scheme is

urgently needed. The difficulty however is to

obtain the necessary funds. Possibly if some money were forthcoming from the Colonial Development Fund, or from

some other British source, it might be made the basis of

a local appeal for funds to commemorate the coming of

age of the University, which will take place next year.

I propose to discuss further with the Vice-

Chancellor possible schemes of University development.

6. In regard to Professor Soothill's remarks,

recorded in the Minutes, on the standard of pupils sent

out from Hong Kong University, I may say that I have

studied the records of a number of graduates who have

gone to Great Britain or elsewhere during the past

five or six years and I have no hesitation in saying

that they are of a very high order.
